Michelle walked up to her desk and noticed that the light was blinking indicating that she had a voice mail. She picked up the handset so that she could listen to it. "Michelle, This is Rachel Upton from the Department of Homeland Security headquarters in Washington DC, I was talking to Robert Dunlevey from the Statewide Terrorism Analysis and Crime Center in Ohio yesterday, and he mentioned a memo that you had written about vulnerability in the national infrastructure. I'd like to talk to you about it, my phone number is..." She rattled off a phone number in that was in the DC Metro area, which Michelle jotted down. She placed the handset down on the phone and then picked it back up and dialed the extension for the Director. "Director Daniels," Zoe's voice came through the phone. "What's up, Michelle." "I just got a call from DHS in Washington," Michelle said. "Can I come up?" "Yep." Zoe said. "See you in a few. Michelle grabbed a copy of the memo and the notepad that she had copied Rachel's number down on and left her office. "Abby, I'm going up to the director's office." Michelle mentioned as she went past the receptionists desk. "I'll be back, I'm going up to the director's office." Michelle walked over and went into the stairwell and went up the one floor to the director's office. She walked up to the door and knocked. "Come in," Michelle heard Zoe say. Michelle entered the office and looked at the director. "Good morning, Ma'am." Michelle smiled, but it was a weary smile. "I just got a call from a Rachel Upton at DHS. Apparently She got my memo from the folks at the STACC in Ohio and would like a call. Would you like to be in on that call?" "No, that's fine." Zoe said, "Unless you think I need to be there." "If I need you, I'll have Abigail call you." Michelle said. "But I don't think I will, just thought that you'd like to be informed." "Thank you." Zoe said. "Let me know what is going on." "Will do." Michelle left the room and went back to her own office. When she got there, she looked at Abby. "I'm going to be calling DC, I'll let you know when I'm free again." "Yes, Ma'am." Abby said, watching Michelle walk into her office and close the door. Abby sent a text from her phone. Michelle sat at her desk, looking at the memo. It seemed like something that needed to be written as no one was talking about the fact that critical infrastructure could be taken down so easily. She picked up her phone and dialed. The phone rang a few times and then Rachel Upton picked up. "This is Rachel." "Rachel, It's Michelle Oldham calling from the Washington State Department of Homeland Security and Emergency Management I'm returning your call." Michelle said. She could hear the hum of an operations center in the background. They had a distinct sound to anyone that worked in Emergency Management. Suddenly the background noise dropped. "So, about this memo you wrote, who was the intended audience?" Rachel asked. "Well, it was intended for internal use only and was more so that we could set up drills on it. But the order of events is lining up too nicely for it to just been a coincidence." Michelle said. “So far the only detail we know is the stuff that came out of Ohio. But the only people that have seen this memo is us here at WEMA, the folks at the STACC and you guys in Washington I'm assuming." Michelle said. "Yeah, we're trying to figure out how to best protect the infrastructure." Rachel said. "With out knowing exactly where a strike will happen it's hard to prevent it. We are tracking intel that might shed some more light on what is going on."
