"Do we have the regional offices staffed?" Zoe asked sound enough for everyone in the room to hear her. The room went from chatter back to a low murmur. "They should at least have ESF 5 there," Michelle said. "I'll check with Spokane and have them get with the power company. Madeline get with me after we get done here, please." "Yes, Ma'am." Madeline Burch replied. She was the Branch Director for the infrastructure branch, which consisted of ESF 1, ESF 2, Communications, ESF 3 and ESF 12. "I want ESF 2, Communications staffed. We have to be ready in case we do get hit and we lose our main communications." Zoe said. People were taking notes all around the room. "I want representatives from the utility companies, in here no later than 1400. They should be prepared for a long stay. At this time we are moving to partial activation, I want the ESF 2, Communications, ESF 5, ESF 6, ESF 7, ESF 9 ESF 10, ESF 11, ESF 12, ESF 13 and ESF 15 desks staffed, as well as the entire command structure in place." Zoe paused. "Again that list is ESF 2, Communications, 5, 6, 7, 9, 10, 11, 12, 13 and 15. If you are a department head of any one of these ESF's: Get anyone you need in here. We will let the finance section deal with figuring out how to pay for it." "Michelle, after you talk to Madeline, please get with me, I'll be up in my office." Zoe said. "Also, set up lines of communication with Idaho and Oregon." Zoe left the room and the section chiefs and branch chiefs all huddled in their respective groups. "Madeline, get with the power company that runs the dam in Grand Coulee, and have them get in touch whit the Spokane office. Peter (Public Safety Branch Chief) , have the Washington State Patrol increase patrols around the dam and the surrounding area. Get someone from WSP in here so we have a liaison." Everyone in the room's phones all made their text message sounds as they all go thee text indicating that the EOC had moved to Partial Activation. 'Let's also make sure that we can staff the room, start working up schedules for the departments." "Michelle," Edwardo Gonzales (Planning and Documentation Branch chief) said. She was going to get Samantha and the van and would be heading over to the State Emergecny Operations Center. She had just gotten an automated call about the partial activation. "Madeline, Also get the communications guys up and running, I want the ESF 2, Communications desk staffed as well, if they pull this off, communication will fail." "Yes, Ma'am."
