We know that the infrastructure around the dam in Grand Coulee is a target, but DHS is now advising that municipal water systems might be targets as well. At this point we are going to assume that any public works infrastructure is a possible target ESF 14 work with local law enforcement and make sure that everyone knows what we are up against. ESF 3, Get all of the water facilities on the phone and start advising them to shut down external access to their networks. We may not be able to stop it, but we can make it harder. Disconnecting all connections to the outside world would be preferable, but that may not be feasible... ESF 12, have all the electric companies try to do the same. The last thing we want to try to have to do is blackstart the grid... I want department heads in the conference room in ten minutes."
