Samantha and Rebecca walked into the conference room. There were the normal number of chairs around the table for the branch chiefs as well as the heads of the various Emergency Support Functions. Even more chairs ringed the room except for the wall where the projector in the room showed the logo of the EMA. Rebecca took a seat behind the ESF 2 lead and Samantha walked up to Michelle. "I'm in." Samantha whispered in Michelle's ear. "Tell me what you need after this call..." "I will. Thank you." Michelle said. Samantha took up a place behind Michelle and sat in the chair. Looking around the room, she noted that she was the youngest and the only one wearing jeans. Everyone else was in skirts or slacks. Almost everyone had on a polo, most were embroidered with the logo of the EMA. Samantha made a note to ask Michelle about getting a polo or two so that she matched the rest of the staff better. The door opened and Zoe and the Governor walked into the room. When the staff saw the Governor, they all stood. "Be seated." The Governor ||Come up with a name for her|| said, walking around and standing next to Michelle. Zoe remained on the Governors left. Everyone in the room sat, Samantha slowly lowering herself in the chair. "First of all, I want to thank you all for your non-stop work on this issue. Now lets get on with this meeting; I have a meeting with the Goveners of Idaho, Oregon, and California set up for 10 AM." "Alright," Zoe said, looking around the room. "Do we have the Spokane office on the line?" "We're here, Director," John Knowlton's voice came thorough the speakers in the room. "Alright let's go around the room." Zoe said, sitting her seat. "Michelle?" "The Operations Branch is fully staffed and we have the EOC at full activation. I'm going to go to each ESF and get an update. ESF 1, Transportation." "Ma'am, the overall transportation network in the state is green. The only issue we are facing right now is some snowfall in the Cascades that may impact our ability to move equipment and personnel to the East if it would be necessary. Holiday traffic is heavy but nothing we can't handle. That's all we have." "Thank you ESF 1, Let's move on to ESF 2 Communications." "All state owned communcation assets are presently green. The four portable tower sites are staged, fueled and ready should they be needed and all of the portable cache radios are in a hot ready state ready to go. I would like to invite our AuxComm Director, Rebecca Oldham to give a report." Rebecca stood and looked around the room. "Ma'am, all Auxcomm assets have been notified and are in a standby state and could deploy in less than 24 hours. Current systems in the main EMA building at Camp Murray are green and on standby. That's all I have to report." "Thank you ESF 2. Let's move on to ESF 3, Public Works" Michelle said. "Ma'am, All of the energy partners have been advised of the current situation as we know it and have stepped up security patrols to help protect their infrastructure. We have a list of repair assets and equipment that has been provided by the various energy suppliers. For security reasons this information is not in WebEOC and is eyes only and need to know," The person from ESF 3 said. "In regards to the issue with the Municipal Water systems, none of the water suppliers in the state were affected by the hack. That's all we have for now." "Thank you ESF 3, Moving on to ESF-4?" There was silence in the room. "ESF 4?" Another period of silence "Ok, Moving on to ESF 5, Information and Planning." "Ma'am," the representative from ESF 5 said. "We continue to receive information from partners around the state. WSP has set up a tip line and is feeding us data, but I'll let ESF 13 talk about that. That's all we have. "Thank you, ESF 5, Ok, Moving on to ESF 6, Mass Care." "ESF 6 has nothing to report." The representative from ESF 6 said. "Thank you ESF 6. Moving on to ESF 7, Logistics." "ESF 7 is tracking potential assets that can be used in a recovery scenario should they be needed." The representative from ESF 7 drawled. Their accent was from Texas, which sounded out of place in the room. "We have been working with ESF 3 to catalog the assets. Due to the nature of the list, it is not in WebEOC. The command structure may request to look at it. That's all we have at this time." "Thank you ESF 7, Moving on to ESF 8, Public Health." Michelle said. "Ma'am, ESF 8 has nothing to report at this time." "Thank you, ESF 8. Moving on to ESF 9, Search and Rescue." "Michelle, The only thing we have to report is that Washington Task Force One is standing by should they be needed." "Thank you ESF 9. Moving on to ESF 10, Oil and Hazmat." "Ma'am, ESF 10 has nothing new to report." "Thank you, ESF 10. Moving on to ESF 11, Agriculture and Natural Resources." There was no answer from anyone around the table. "Ok, No ESF 11, moving on to ESF 12, Energy" "All of the energy suppliers in the state have been apprised of the threats as we know them and are looking out for them. That's all we have." An older woman at the table said. "Thank you ESF 12, Moving on to ESF 13, Public Safety and Security." "Good Morning, Ma'am," A Corporal from the Washington State Police said. "As ESF 5 alluded to, we have a tip line set up for the public to supply us tips on anything that seems suspicious. We've not revealed anything to the general public, just the standard 'If you see something, Say something' messaging that we've been using for a number of years. We've had a number of tips coming in, so far none of them have amounted to anything, but all it is going to do is take one tidbit that someone doesn't think is important. We continue to patrol around various pieces of infrastructure and public works. That's all we have." "Thank you, ESF 13, Moving on to ESF 14, Cross Sector Business and Infrastructure." "ESF 14 has nothing to report, Ma'am" a voice said from the far end of the room. "Thank you ESF 14. Moving on to ESF 15, External Affairs." "Ma'am, we have emergency messaging ready should it be needed. We've not informed anyone that we have the messaging ready, but it states that there have been major problems with the power grid and the utility companies are working on restoring power as soon as possible. The attack in Folsom New Mexico has created a run on various supplies in the stores to the point that retailers are starting to ration items. That's all we have at this time." "Thank you, Ashley. Moving on to WP3" "Ma'am, WP3 has nothing to report." A voice somewhere near Michelle said. "Thank you WP3, Spokane Office, Anything?" Michelle sipped her tea. "We have nothing new to report that has not already been entered in WebEOC." John Knowlton said. "Thank you, John." Michelle said. "Anyone that wasn't called or wasn't here when they were called have anything?" There was silence in the room. "Thank you, Everyone. We will meet back here at 1600 for another update."

Rachel walked into the Operations Center and looked around. Despite the threat to the country every lead they had seemed to be petering out. They had received nothing new in the last twelve hours and it seemed as if The Dawn Patrol had petered out. She walked up to Emily, who stood at the Incident Commander's desk on the platform. "Any thing new?" "No," Emily sighed, she was discouraged. This incident was tying up the entirety of the resources of the Department of Homeland Security and they had hit a brick wall it seemed. "We should be receiving a clone of the phone that Abby girl from Washington State was using in an hour or so. It's inbound on a special DOJ flight." Rachel nodded and glanced at the screens. She'd been here before, discouraged before a break happened. She hoped it happened soon the Department couldn't let an attack happen. She knew that they were going to get hit, the question was where and when. "Ok, We will see what we can get from it. Where is that Abby girl anyway?" "She's on the flight as well. Being brought in by the Marshalls." Emily said. "Good. I want to talk to her," Rachel said. "What are the rules when one is charged with Treason?" "I don't think there are any..." Emily said. "Treason is a very serious charge." "Good..." Rachel said. "Go get some rest. You look like you could use it." "Gladly..." Emily said, picking her coffee mug up from the desk as well as a pair of glasses. "See you in eleven hours." Rachel turned her attention to the items that had been updated since her last stint in the EOC. Emily was right, not much had changed... Hopefully there would be some breakthrough with the girl from the Washington EMA. She rubbed her eyes and looked at the screens at the front of the room. The weather in the plains states was starting to get nasty and she wondered how Addison was doing in Iowa.
